Asset Management & Compliance Department

The Asset Management & Compliance Department has responsibility for monitoring the financial performance, occupancy, physical condition, and compliance with provisions of Section 42 of the Internal Revenue Code of all projects in CAHEC's portfolio.

Jill M. Odom, Vice President of Asset Management Jill M. Odom has been the Vice President of Asset Management & Compliance since February 2000. She has worked in the real estate and affordable housing industry since 1986 with a primary focus in multifamily property and asset management and compliance monitoring. Before joining CAHEC, Ms. Odom was the Director of Property Management for two management companies on the East Coast. She has supervised the management of numerous multifamily housing properties participating in the HUD Section 8, Rural Development 515, and Low-Income Housing Tax Credit (LIHTC) programs.

Since coming to CAHEC, Ms. Odom has focused on the legal and regulatory issues relating to the asset management and compliance of affordable multifamily housing utilizing equity from the LIHTC program and historic tax credits combined with numerous federal and state funding sources. She supervises a staff of six full-service asset managers and compliance monitors, CAHEC's Information Technology manager, and the Community Programs Manager and Associate. She has received numerous certifications and designations including Certified Manager of Housing, Certified Occupancy Specialist (RD and HUD regulations), Certified Assisted Housing Manager, S.T.A.R., C3P, Fair Housing, ADA and Section 504. Ms. Odom currently serves as a member of the Board of the Carolinas Council for Affordable Housing (CCAH), and is a respected public speaker and consultant on all aspects of affordable housing asset management.
